police told to travel by donkey

i was reading the newspaper and came across a rather interesting article ..

Police in South Africa, which has one of the highest rates of violent crime in the world, have been told to ride donkeys or bicycles to crime scenes... "If you don't have a car, ride a bicycle or a donkey," Mr Nqakula told the newly qualified officers at the weekend... The Government stated that there are frequent complaints about long delays between reporting a crime and police arriving at the scene.
